The effect of Technical and Management Assistance Program (ATeG) of the National Service of Rural Learning (Senar) on the income of milk-producing rural farms in Espírito Santo

Summary: The effect of the Technical and Managerial Assistance program (ATeG) of the National Rural Learning Service (SENAR) on the income of rural properties producing bovine milk in Espírito Santo served by the program between January 2020 and March 2022 is investigated. research was carried out in a predominantly quantitative approach, characterized by an ex-post facto study, and, in addition, a content analysis of the interviews carried out with the internal and external team of SENAR/AR-ES involved with the ATeG. Quantitative data were collected directly from the monitoring system of properties served by the ATeG program. Information was extracted on the property code, the annual income of year 1, the annual income of year 2, the size of the property in hectares and the municipality WHERE the property is located. In order to match the data between year 1 and year 2, income for year 2 was annualized using the National Consumer Price Index (INPC). The data were analyzed using the Analysis of Variance of Repeated Measures (RM Anova) technique, taking the income of the properties as the dependent variable and the size of the production area in hectares as the covariate. The results indicate that there was an increase in the income of the properties served by the ATeG program, when controlled by the size of the area, thus supporting the causal hypothesis arising from the result chain developed for the ATeG program. In this chain, in a complementary way to the quantitative approach, through the analysis of the interviews with the SENAR/AR-ES team, support was obtained for the results of the quantitative analysis that the activities developed in the ATeG program are directly related to the result of rising income. In particular, the importance of Technical Assistance in conjunction with Administrative Assistance for the creation and execution of the diagnosis and action plan for each property, seeking adherence to good practices.
