Summary: The aim of this study is to analyze the INOVES award as an effective tool for the innovative initiatives in public administration in the State of Espírito Santo, according to actors directly involved with the award. Therefore, the idea of innovation has as its support the manager public administration. This theme is discussed taking into account historical issues and focuses, in order to provide a setting for public administration. The research is of a qualitative nature and focuses on the analysis of the way the INOVES award is understood. Empirical data were produced by means of a documental research as well as semi structured interviews. Participants in the research were civil servants involved with the award: working in the capacity of a team responsible for the award, denominated, within the investigation, as INOVES award team, this team was composed of six people; two evaluators; and two teams who received the award (School Patrol and ISS Online), which was composed of eleven people who were interviewed. In all, were interviewed 19 civil servants. Data were analyzed in this study by means of the content analysis methodology. Results point out that changes occurring in the private administration work spaces are extended to the public sector, which is very often considered inefficient and onerous. The logic present in the capitalist reorganization process and managery extend itself to policies, culture and structures of the organization of the State. One may say that INOVES has strengthened innovation initiatives for the public administration of the State of Espírito Santo, identifying and conferring awards to innovative practices, which aim to the multiplication of such practices. Those who participated in the research consider that what is important to them is the recognition conferred by the award. They feel that the Award works like an emotional motivation for the civil servant to continue innovating. Although the public sector has carried out actions which value the civil servants´ good practices, such as the INOVES award, for the majority of the people interviewed, the government has not yet met the expectations of the civil servants for actions which truly recognize the importance of their work. Finally, the relevance is that this investigation will contribute to the advance of the study of innovation in the public sector at a micro level of analysis.
