Summary: This dissertation has as goal to verify how a transformation from a management
model named as traditional policing to a communitary-interactive model has
occurred. We searched to show the differences between a traditional policing from a communitary-interactive one, to verify what kind of changes the communitary
leadership feel as necessary in PMES behavior, verify how is the grade of
participation of Vitorias community in the built of the communitary-interactive Police, verify If the experience of the interactive Police had any influence over PMES management and show how the communitary philosophy is implanted in PMES nowadays. It was realized one theoretical-empiric research, through deep and semistructured interviews with no offices, offices and communitary leadership, which lived the changes in the ostensive policing model in Vitoria, in the last two decades. concluded that PMES was interactive during the period of its creation until the end of the XX century, however after that it is receding, coming back to its traditional manner of policing. We also concluded that besides this retrocession, a large part of the military police organization, had an irreversible development, as for instance: the changes in the curricular matrixes of PMES Center of Formation and Improvement, which started to have disciplines with humanitarian contents, as the discipline of communitary-interactive police that is teached until today. At the end, we suggest, among many, one research which will verify the reason of the return, in this century beginning to the traditional model of policing.
