Summary: Colatina now is one of the most important clusters of the branch of makings of Brazil. As all the clusters, its origin doesn't possess a defined cause. However, the growth processes and development happened in a structured way and organized, what facilitates a study of the behavior of the clusters. The three stages of the process of development of the agglomerate were identified: Enterprising phase, Structuring and Market Expansion. In each one of the phases, different stakeholders were identified through the relationship with the theory of the systems. The organizations that survived those phases in a more intelligent way, were those that focuses its strategy in the stakeholders of each phase. That adaptation process happened in a mutual way between the atmosphere and the organizations. The model of adaptation of the strategic
choice, developed starting from the rational models and the natural of
adaptation, explains the development of the cluster, which should be
considered as a shut ecosystem. Through its relationships with the atmosphere, that ecosystem provokes changes in its interior, and through its collective force, it provokes environmental changes. That dynamics of mutual adaptation happens through by force of the cluster. That arrangement organizacional is one in the main ways of development of Brazil. The understanding of its development process contributes to a detailed analysis of the clusters in growth.
