Summary: The subject of this thesis is the civil construction sector in the state of Espírito Santo, Brazil, with the primary focus on the ISO 9000 and PBQP-H certifications. The objective is to investigate the occurrence of an institutionalization process of the ISO 9000 model in this sector. In order to perform this investigation, a set of theories were used involving the “Old” Institutionalism, the New Institutionalism and some elements of the Resources Dependence Theory. The qualitative research has been presented basically in four parts. At first, this paper shows some of the actions of the construction companies’ unions, emphasizing their political relationships. In the second part, there is a summarized explanation about what is the ISO 9000 and how the certification of construction companies started. As a result of the ISO 9000 certification and due to agreements between the employers unions and the government, the Brazilian Productivity Program came up at Habitat, the PBQP-H. This is a program that encourages the certification of construction companies. There can be assumed that around those certifications within the civil construction, there are some interests not declared explicitly. For that reason, in the third part of this paper one will be able to perceive the actions of the main social agents around such certifications. Finally, the paper presents the predominant organizational practices adopted as well as some of their consequences on the people’s perception. The results show that there is an institutionalization tendency in the ISO 9000 model, within the studied sector.
