Summary: This work aims to describe and analyse the practice of outsoursing in the federal sector based on reforms of neoliberal inspiration accomplished by Fernando Henrique Cardoso (1995-2002). It also seeks to highlight the conditions in which they operate this management strategy and the implications of this process for the subjects contracted. The research has a qualitative nature and was centered in three federal universities of three states in the Southeast region. The methodology was structured based on documental research and semi-structured interviews with eighteen workers occupying the position of assistant general services, three IFES managers and the union leaders of the category representing the workers of one of the researched institutions. Confirming the theoretical scope, the results reveal the precarious conditions and working relationships, the impact of outsourcing on the institutional management and on the subjects, and the perception of outsourced people on the work they do: low social value, low wages, instability and insecurity, lack of social protection mechanisms and health, union gap, that is, they reveal how the "proletarian state" lives. Finally, the concluding remarks bring the evaluation of outsourcing and the propositions of the researcher.
