"The Dissemination of Local Public Policies of Solidarity Economy in Brazil: the Case of Manaus".

Summary: The capitalist (liberal) economic model – nowadays in force and dominant – is filled by structural incoherences which are cause or consequence of social phenomena as poverty, marginalization, inequality, debarment, precarization of work conditions, conformism and alienation. These symptoms emerge due to intrinsic characteristics of capitalist production and accumulation model. Surrounded by said adversities, the ones excluded from hegemonic economic system present an alternative model of production and management. It refers to a job and income creation movement alternative to liberal ideas, which is called in Brazil as solidarity economy. It´s inner main characteristics are ventures' self-management, collective or associated ownership of means of production and denial of salaried production relations. In it´s turn, the State – responsible to idealize and implement public policies aiming to combat the side effects of the in-crisis model – has recently approached solidarity economy ideals, mainly in order to reduce poverty and unemployment. This research seeks to understand how diffusion of solidarity economy public policies works in Brazilian sub-national context. Aims to answer the question: what are the determinants for diffusion? Manaus' case will be studied because of it´s geographical distance of other cities which have implemented said kind of policy. The factors indeed responsible for diffusion will be shown in this research.
