Summary: This study is about an empirical research, accomplished with a group of managers of higher hierarchy of the Military Police of Espírito Santo, that sought to analyze the change in the management of the organization at two specific historical moments: during the military regimen of 1964 and after the consolidated political opening with the edition of the Federal Constitution of 1988. It studies the important rule of the majority as democratic attribute and the perils that the minorities are submitted when such rule is used without criteria to support the maxim of the corporate marketing that the customer is always right. It discusses the definition of the organization customer, the predominance of reactive actions to attend him and the urgency of the behavioral adaptation of the manager and the operational worker for the attendance of the emerging demands of the service solicitant, and not only what the organization considers as important - it is changed, thus, the focus on the performance of the military police, instead of pro-active actions, much emphasized for characterizing an agency enterpriser, reactive actions for attending immediate erroneous social demands not prioritized by the corporation. It analyzes the application of technologies deriving from the bureaucratic model of management in the organization - such as the written norm, the impersonality and the administrative centralization - as a process, on the long run, supported by the traditions of the components of the searched group. It raises the importance of the enterprise management new model, applied to the public service, brought by the administrative reform in middle of the nineties - reform that sought to adjust the characteristics of the bureaucratic model and to direct to the public administration technologies used in private administration. It studies the importance of the performance evaluation, the focus on the customer and the decentralization of the decisive process as booster elements in the new management and as indispensable to achieve the constitutional principle of administrative efficiency. It verifies the importance of an adaptive model that congregates legality, public finality and quality in the service, and the possible amalgam that can be made of the tools presented by the bureaucratic model and the enterprise model for a better application in the management of the researched organization. The research, finally, points the necessity of a two-way organizational change, WHERE one excludes the other. First through a gradual and constant modification following the social changes, adjusting the new administrative technologies to the social reality lived by its with priority customer. The second most drastic one and that needs a constitutional reform, unifying it with another police agency, originating an only state police organization.
