Summary: Digital transformation (DT) has become a strategic priority in Brazilian municipal public administration, promising the modernization of processes and the delivery of more agile services. However, the implementation of these technologies often faces the challenge of (dis)coupling, where the normative discourse of innovation becomes dissociated from practical materiality and the effective creation of public value (PV). In this context, this research analyzes how managerial intentionality, in its prior, in-action, and subsequent dimensions, influences the coupling of digital public policies in the context of the Municipality of Cachoeiro de Itapemirim/ES (PMCI). The case study, based on a municipality highlighted in transparency rankings, used a qualitative approach through document analysis (focused on Decree nº 31.448/2022, Law nº 8.126/2024 and the Cachoeiro CHICS Plan) and semi-structured interviews, analyzed using thematic content analysis. The results reveal that the managers' intentionality is strongly coupled to gains in internal efficiency and traceability, but shows a loose coupling in relation to the citizen experience, especially that of the most vulnerable groups. It became evident that barriers such as systemic fragmentation, cultural resistance, and obsolete infrastructure at the point of delivery prevent Digital Transformation (DT) from transcend the status of public transparency to reach the stage of needs-based holism. The research concludes that the creation of public value depends on the convergence between stated intentions and technical materiality, proposing that municipal DT should migrate from a "management marketing" logic to a deliberate commitment to social equity and digital inclusion.
