Summary: Public policy is the result of the action or omission of the State, which, in collaboration with non-governmental actors, seeks to solve serious social problems. Despite the recognized importance of this combination of forces in addressing the complex issues that affect society, the demand for greater state control over public spending leads taxpayers and researchers to question the real effectiveness of social policies implemented by governments worldwide. In this context, studies on evidence-based public policies emerge, focusing on identifying what works and what does not in this area of state action. Aiming to contribute to this theme, the objective of this study is to evaluate the influence of a security policy on the performance of public security in a Brazilian state. To achieve this, a sequential mixed methods approach is applied, consisting of two phases: the first phase focuses on the qualitative definition of the operational environment and the factors influencing the performance of state public security, particularly in the policing function; the second phase uses the quantitative methodology of Data Envelopment Analysis (DEA) and the Malmquist Index to analyze the change in efficiency of the policing activity after the implementation of a security program. The results indicate that the Program led to a positive change in terms of technological efficiency, despite the observed deterioration in the change in efficiency (operational practices in the Integrated Public Security Areas - AISPs). The combination of these two components (technological change and efficiency change) led to the finding of an improvement in the Total Factor Productivity of the AISPs. This indicates that the management measures instituted by the studied Program positively influence the policing function in actions aimed at tackling homicides, either through the structuring of activities focused on specific occurrences, such as firearm seizures, or through investments in technology and innovation. Based on the research findings, it is suggested that the PEP managers focus on improving the technical efficiency of the operational units by increasing the participation of street-level bureaucrats in the monitoring and analysis meetings of criminal indicators. Additionally, it is recommended that investments in technological innovations continue, with the aim of maximizing the total productivity of the Program.
