Summary: The objective of this study is to comprehend, through an intersectional analysis, how
the State Plan of Policies for Women of Espirito Santo (PEPMES) was intersectionally
articulated to address gender inequalities in the labor market. A qualitative approach with a
descriptive nature was adopted, using PEPMES as a case study. Data construction was carried
out through semi-structured interviews and documentary research, and, for data treatment and
analysis, thematic analysis and document analysis were used. Supported by the cycle of public
policies, adding the categories of analysis, the study describes PEPMES, the central actors
involved in confrontation of gender inequalities in the labor market, combined with an
intersectional analysis. Moreover, actions were recommended to improve PEPMES. The
theoretical framework runs through studies about intersectionalities in the structuring of gender
inequalities, Public Policies and analysis of public policies supported by the interconnection of
social markers of race, gender, and class. With the development of the research, it was verified
the necessity for the diversity of the female proposers in the aspects of gender, sexuality, and
class and for the Plan to encompass transgender women and black women in some of the
actions, especially in the actions of expanding access to the labor market. Furthermore, the
study identifies the necessity of developing actions targeting the formal labor market and the
dissemination of the PEPMES among Public Administration agencies and highlights the impact
of gender inequality in the labor market, which compromises women’s time, health, income
and social assistance, as well as family life and society as a whole. Additionally, the research
also points to the necessity to effectively perform the actions of the axes analyzed, as well as
the monitoring of the Plan.
