Summary: In Brazil, the system of National Civil Protection and Defense is in charge of risk and disaster management and hence, the steps to mitigate, prepare, respond and recover. Concerning the response stage, the actions are grouped into three categories: relief operations, humanitarian assistance and the re-establishment of essential services. The nature of disasters requires a multiorganizational approach. Therefore, in this dissertation, the supply chain oriented towards disaster response is understood as a support structure. In the scope of Espírito Santo State, the objective of this dissertation is to analyze the vulnerabilities and resilience capabilities of the supply network oriented to disaster response, which is constituted by the Civil Defense, Military Fire Brigade, State Department of Labor, Assistance and Development and the National Supply Company. For this purpose, a qualitative research was conducted with multiple sources of data collection: interviews, nonparticipant observation by shadowing and documentary research. The data analysis
stage was based on the conceptual model of vulnerabilities and resilience
capabilities of the supply network (RRS) established by Pettit et al. 2010. In parallel, it was necessary to refer to the specific supply chain literature oriented towards disaster responses. Regarding the conclusions, in general, they point out that the main vulnerabilities listed are related to the municipal spheres, often in an embryonic stage and that it lacks quantitative human resources and training to deal with the peculiarities of the disaster environment. The capabilities of the network were mainly related to the shaping between the choice of member organizations and their respective scope of response activities to be carried out. In general, it is concluded
that in the face of possible rupture possibilities, the supply network expands.
