Summary: The objective of this dissertation was that of understanding how strategies and tactics are articulated in congo’s spatial organization at “Congo de Máscaras” Carnival. This Carnival is a secular party, originated from the Brazilian slavery context. Today it is carried out by the congo bands, and it is a reference to Afro-Brazilian cultural productions. Thus, the work was started from a theoretical framework anchored in the Practices Theory, in its philosophical approach as proposed by Michel de Certeau (1985; 2003; 2008; 2012), combined to reflections on space, in organizational studies, and parties in different fields of knowledge, as well as in the problematizations made by Hall (2003; 2011) and Sansone (2004) on black culture in a contemporary context. The research methodology adopted was the ethnography, using participant observation to capture the data and making use of field diaries and audiovisual and photographic records as well. During fieldwork, held
from january/2017 to september/2017, there was a closer involvement with a specific band, allowing the perspective of a “participation”. The interpretation of data was based on emic categorizations, that were thought mainly in view of Certeau's (2008) notions of place, space, strategies and tactics. The apprehended results indicate that congo is established in the region amid unstable relations networks and constant
spatial appropriations. On the one hand, they also show attempts on making congo a proper place, around the production of sense of belonging that delineates identifications and generates stabilities. On the other, tactics that operate under a situational logic, dodging oppressions and destabilizing the places of power. In this way, this work expects to contribute to the broadening of discussions on Afro-Brazilian cultural productions in the administrative field, as well as to emphasize, from
a theoretical approach, the political use of strategies and tactics. KEY WORDS: Certeau. Practices. Spaces. Congo from Espírito Santo. Popular
