Summary: The purpose of the present work is to comprehend the possible relations among values and creativity in the ambit of the Federal University of Espírito Santo. In order to implement the research it will be required to list and describe the whole group of organizational values as well as their formation process; and, list and analyze cases related to the purpose of the study which allow some liaison with possible relations among values and creativity. The research acquired a mixed format, comprehending both a qualitative and a quantitative nature, once the necessity to verify particularities and perceptions of the element to be investigated made itself applicable. The stratified sample, which is proportional and representative to the population on a trust scale of 95%, and with a error proportion of 5%, was 320 servers. The Research was divided into seven phases. Starting with a simple Brainstorm, quantity research and content analysis. The quantitative results werent significant because they dont explain the relation among the variables. Because of that, emphased qualitative research, witch interviews all the involved on Critical Incidents (Creativity or not). This results take to the conclusion that the environment of the University is typical bureaucratic, being unfavorable for creative process.
