Summary: In the last decades the studies point to the growth of the creative economy as an alternative of development based on knowledge, cultural diversity and creativity for the generation of economic and symbolic value. In this context Carnival emerges as a kind of cultural celebration festival that moves an extensive production chain and articulates a huge range of people and organizations linked to the State, the Market and Civil Society. These characteristics make Carnival an excellent opportunity for the study of collaborative management. Although festivals of cultural celebration take place almost everyWHERE in the world and Carnival in particular in the different Brazilian regions, they are little studied from the point of view of their organization and management. Using as an example the Carnival of Vitória, Espírito Santo, the objective of this scientific research project is to analyze and understand how the process of interorganizational collaboration inherent in its production of the parade of samba schools occurs. In this sense, collaboration is a management approach that aims to articulate several actors, called stakeholders, around a common goal that is to promote the festival. There are four basic variables that characterize the collaborative management model: (1) the initial conditions, which inform us about the origin and prehistory of the event and its participants; (2) the institutional design, which informs us about the channels of communication and the possible forms of interaction between the actors; (3) facilitating leadership, which informs us about the protagonists of the event and their ability to articulate collaboration; And (4) the collaborative process itself, which informs us about building trust among stakeholders, commitment to the process, and shared understandings about the desired goals and outcomes. In order to analyze how these four variables are developed in the Carnival production in Vitoria, the project proposes the use of a case study method, using as data collection and analysis techniques the use of documents, interviews and observation, whose data will be triangulated, Coded and analyzed from the content analysis technique. It is hoped that at the end of the project a systematized understanding of the limits and possibilities of collaborative management in the production of festivals like Carnival will be obtained. This understanding is important for the very development of the festival, since research in the area of event management and festivals shows that a significant part of success and failure in this field depends primarily on the proper management of stakeholders. That is, of the actors that makes the spectacle happen.
